The Aldine ISD Board of Trustees approved the final budget and set the proposed tax rate for the 2026-27 school year during its meeting on Tuesday, June 9.
The General Operating Budget totals 676.8 million, a 2.4% decrease from the 2025-26 school year. The district expects to generate 634 million in revenue, resulting in a budget deficit of approximately 42.8 million.
The budget also includes $51 million in Child Nutrition Services expenditures and $108.5 million in debt service expenditures. The budget provides funding for all district operations, instructional programs and student activities.
“Developing the 2026– 27 budget required a masterclass in strategic precision. While we face a challenging economic landscape marked by rising operational costs and declining enrollment, our financial reality will never dictate the quality of education we provide,” said Chief Financial Officer Timothy Momanyi. “By leveraging a deliberate, program-based budgeting approach, we developed a budget that absorbs these external economic pressures without compromising our core identity. Every dollar in this budget is an intentional investment in our strategic priorities: keeping our students first, fostering instructional excellence, building aligned systems, and supporting our thriving teams.”
Trustees also proposed a tax rate for the 2026-25 school year that will remain the same as the current year’s rate of $1.034 per $100 of assessed property value. The tax rate is the sum of the maintenance and operation fund (0.7315 cents) and the interest and sinking fund (0.3025 cents).
The board will not be able to officially adopt the proposed tax rate until the district receives the certified tax roll from the Harris County Appraisal District in late August.

Approval of previous meeting minute.
Approval of an interlocal agreement for specialized services between the Harris County Department of Education (Highpoint High School East) and the Aldine ISD for the Disciplinary Alternative Education Program for the 2026-2027 school year.
Approval of an interlocal agreement for educational services between Harris County Department of Education, Fortis Academy (Recovery High School) and Aldine ISD for 2026-2027 school year.
Approval of a memorandum of understanding with the Harris County Juvenile Board for the Juvenile Justice Alternative Education Program (JJAEP) for 2026-2027 school year.
Approval of an amendment to the Additional Day School Year (ADSY) School calendar at Ermel Elementary, Harris Elementary, and Vines Primary for the 2026-2027 school year.
Approval of a memorandum of understanding between Lonestar College and Aldine ISD for the aviation PTECH at Davis High School for the pathway- specific and core content for the school year 2026-2028 school years.
Approval of the interlocal agreement for the University of Texas OnRamps and Aldine ISD for the 2026-27 school year.
Approval of administrator contracts and outside services with vendors. Approval of a memorandum of understanding between the University of Houston College of Education’s High-Quality Education Preparation partnership and Aldine ISD.
Approval of single contracts and purchases of $100,000 and greater.
Approval of a Board resolution of release of fund balance for the property self-insurance program.
Approval of the general fund, debt service fund, and child nutrition fund final budget amendment 2025-26.
The next board meeting will be held at 7 p.m. Tuesday, July 21, in the boardroom at the Donaldson Administration Building.
